The Opportunity
As a key contributor to the mission of the Catholic Church in the Diocese of Parramatta, the Treasury Specialist Lead will oversee CSPD’s treasury function, ensuring effective management of organisational liquidity, financial risk, and investment activities. This role provides expert guidance to support long‑term financial sustainability and enhance financial governance across CSPD.

Position Criteria
-
Proven experience in cash flow forecasting, liquidity planning and working capital management, ensuring funds are available to meet operational and strategic requirements while optimising investment returns on surplus cash

Demonstrated experience implementing treasury frameworks, policies and processes that support liquidity management and long‑term financial sustainability

Proven ability to optimise investment portfolios and advise on the strategic deployment of surplus funds within governance frameworks

Strong capability in identifying, assessing and mitigating financial risks, including interest rate exposure and covenant compliance
-
Experience preparing and delivering clear, comprehensive treasury reporting to support executive and strategic decision‑making
-
Well‑developed stakeholder management skills, with the ability to build effective relationships across internal teams and external partners
-
Ability to collaborate cross‑functionally with finance, shared services, procurement and broader diocesan stakeholders to enhance cash management and financial strategy
Qualifications and Experience

Relevant tertiary qualification
-
CA/CPA accreditation desirable
-
Minimum 7+ years’ experience in treasury, finance or related roles

Strong experience in treasury management, including liquidity, cash flow, investments and financial risk

Proven ability to implement treasury frameworks, policies and governance in complex organisations
-
Solid understanding of financial markets, interest rate risk, covenant compliance and regulatory requirements
-
Skilled in producing clear, accurate treasury reporting for strategic decision‑making
-
Experience collaborating with finance teams and external stakeholders such as investment bodies and financial institutions
-
Effective stakeholder management across multi‑layered or not‑for‑profit environments (desirable)
-
Advanced skills in financial modelling, cash management systems and treasury tools
-
Commitment to meeting CSPD’s Accreditation to Work, Teach and Lead requirements as part of employment
